Serdar Dalkir is an industrial organization economist with special expertise
and experience in competition and regulation issues and damages with special
emphasis on bidding (auction) markets, as well as evaluation of privatization
programs and industrial-financial restructuring projects. He has extensive theoretical
and empirical experience in economic modeling and assessment of restraint of
trade, monopolization, dominance, merger, as well as ex ante regulation cases,
and/or calculation of damages in a number of diverse industries including office
supply superstores, airlines, leasing of petroleum tracts, highway construction,
telecommunications, scientific journals, soft drinks, health insurers, and health
providers.
Dr. Dalkir has taught numerous seminars at the Turkish Competition Authority
and provided verbal and written comments on proposed changes to the Turkish competition
law. In addition, he has consulted with the Turkish Energy Market Regulatory
Authority on bidding (auction) mechanisms and served as a consultant to the World
Bank for evaluating privatization programs and industrial-financial restructuring
projects. |
